Private law is a branch of the civil law legal system and part of the jus commune which focuses on the relationships between individuals. Private law has to be distinguished from public law which concentrates on the relationships of both natural and artificial individuals (e.g. organisations), as well as on the government.

Public law is the part of the law which govern the relationships between people and the government. Public law includes constitutional law, administrative law, tax law, procedural law and criminal law. Also, this law consists of mandatory rules.
Public law focuses on unequal and asymmetric relationships as the government can make decisions on the individuals' rights. However, a citizen who is unhappy with a decision can ask the court for juridical review.
